An outline drawing of a standing female figure, viewed from the front holding a sword and a pair of scales (folded up) in front of her body. Gibson's statue of Queen Victoria was flanked by two female figures, one personifying Justice and the other personifying Clemency (1863; Palace of Westminster). This drawing and 05/688 are both for the figure of Justice who, in the finished work, carries a sword in one hand and a scales in the other. Also, here the figure has a shawl draped around her legs and waist over a robe but in the sculpted work she wears a simple robe with no shawl.
